This claimed to be a one-pan mix-up cake, but I mixed in a bowl and transferred to the pan. I found the recipe at allrecipes.com
Quick Cake (Wacky Cake)
1-1/2 c Sifted pastry flour
1 c white sugar
1/4 c unsweetened cocoa powder
1 Tsp baking powder
1 Tsp baking soda
1/4 tsp salt
1 c Water
1/3 c vegetable oil
1/4 c white vinegar (or sour cream)
1 tsp vanilla
1. Preheat oven to 350*. Have ready an ungreased 8"sq. pan.
2. Sift together the flour, sugar, cocoa, baking powder, baking soda, & salt into the ungreased pan. Make a well into the center & pour in the water, oil, vinegar, & vanilla. Mix until well blended.
3. Bake 25-30 minutes or til toothpick comes out clean. Allow to cool or serve warm with ice cream.
You can use a simple xxxx sugar glaze for the icing.
