  1. Preheat oven to 400 degrees.
  2. Brown lean ground beef; drain off fat.
  3. Add garlic salt, pepper, sugar and tomato sauce.
  4. Cook slowly for 15 to 20 minutes.
  5. Mix scallions with cream cheese and sour cream.
  6. Place 1/3 of the noodles in large casserole.
  7. Sprinkle with scallion mixture.
  8. Cover with 1/3 of the meat sauce.
  9. Repeat layers twice.
  10. Sprinkle top with grated cheese.
  11. Bake for 20 minutes or until mixture bubbles.
