  1. Preheat oven to 375 degrees.
  2. Cook macaroni in boiling salted water until tender; drain.
  3. Melt butter.
  4. Add onion, pepper and lean ground beef.
  5. When meat is brown, add flour, sugar and tomatoes.
  6. Cook 5 minutes.
  7. Add macaroni and cheese.
  8. Season.
  9. Place in greased casserole and top with buttered bread crumbs.
  10. Bake 25 minutes.
