Preheat oven to 350° f.
Combine cornmeal and water in pan.
Gradually stir in boiling water, and butter.
Continue to cook, stirring constantly, until thickened.
Cover, cook 5 minutes until mushy; cool slightly.
Saute beef, onion, green peppr, and seasonings in a frying pan until meat is done to taste.
Add the beans, and tomato soup.
Line a geased baking dish with 1/2 of the cornmeal mix made in step 2.
Top cornmeal with meat; Top meat with remaining cornmeal mix.
Bake for 30 minutes.
