Place beef brisket, onion, garlic, bay leaf, amd enough water to cover into a kettle.
Cover, and place over high heat until water begins to boil.
Simmer for 2 1/2 hours or until tender.
Phreat oven to 325° F.
In a saucepan, mix the catsup, 1 cup water, and remaining ingredients. Heat to a boil.
Drain brisket and place into a foil lined 8" x 12" baking pan.
Pour 1/2 of the catsup mix over the brisket and spread evenly.
Bake for 45 minutes. Baste occasionally.
Heat remaining catsup mix over medium heat and serve with the brisket./li>
