Preheat oven to 400° F.
Place steaks in an 8" x 12" baking pan.
Season steak with pepper.
Place in oven and bake for 15 minutes.
Meanwhile, combine the tomato sauce, bay leaf, cloves, and lemon juice in a small sauce pan. Simmer for 10 minutes.
Remove steak from oven. Top the steaks with the onion, green pepper, and mushrooms; spread them evenly over the steaks.
Pour sauce over the steaks.
Cover the pan tightly with aluminum foil. Prick a few holes in top of foil with a toothpick to allow steam to escape.
Return steaks to ovem and reduce oven temperature to 325° F. Bake for 1 1/2 hours more.
Serve with brown or white rice.
