Preheat oven to 350° F.
Place beef brisket in an 8" x 12" in baking pan.
Sprinkle with poultry seasoning, garlic powder, and whote pepper.
Top with carrot and bay leaves, then add beef broth.
Cover, and place in oven. Bake for 3 hours.
Cool, and slice on diagonal.
Make a gravy with pan juices and water. Thicken (if needed) with flour or cornstarch.
