Squeeze juice from oranges and lemons; strain and save juice about one cup.
Simmer the rinds and spices in 2 qts of water for 30 mins.
Meanwhile make tea in 1 qt of water.
When the spicy mixture has simmered 30 mins. combine it with the tea, juice and sugar.
Keep on very low heat until the flavors blend.
Remove the rinds and spices before serving piping hot.
