Cut steak into 6 piecesl pound to 1/4 inch thick.
Combine cheese, bread, onion, celery and parsley. Spread on pieces of steak.
Roll each piece of steak as for a jelly roll. Secure with toothpicks or tie with string.
Combine flour, salt, and white pepper. Roll meat in flour micture to coat.
In a large dutch oven brown meat in hot oil .
Combine beef broth and dry mustard. Pour over beef rolls. Cover and cook for 1 to 1 1/2 hours, adding additional liquidas needed.
Remove meat from pan and set on a platter.
Make gracy from juices in pan, using flour and water to thicken.
Pour gracy over meat rolls, and serve.
